2026 Baronner Memorial Scholarship Winner, Annika Feagans of Jefferson High School
The scholarship award is offered to Jefferson or Berkeley County high school graduating seniors in the amount of $10,000, or $2,500 per year for four years. This is the ninth year the Baronner Scholarship has been awarded, totaling $90,000 awarded to local students for the purpose of pursuing higher education. Founded in 1871, Potomac Bank was previously known as Bank of Charles Town (West Virginia), adopting its new name in November 2025 in recognition of its organic growth throughout the Potomac River region.

Frazier, Potomac Bank President and CEO. “Annika’s perseverance through adversity and her dedication to education made a lasting impression on the selection committee. I join them in congratulating Annika on this tremendous honor and accomplishment.”
Ms. Feagans is a 2026 graduate of Jefferson High School. During her senior year, she was a dual enrollee at Shepherd University. Throughout high school she was active in several activities, including: National Honor Society, the Tri-M Music Honor Society, the Shepherd University Community Big Band, the Shepherd University Trombone Choir, the JHS Cougar Marching Band, the JHS Symphonic Band, Jefferson County 4-H, JHS Key Club, and JV and Varsity basketball. In addition, Ms. Feagans worked part time while in school cleaning construction sites and as a farm laborer. Ms. Feagans is the daughter of Jennifer and Billy (deceased) Feagans of Kearneysville, West Virginia.
The annual Robert "Bob" F. Baronner Jr. Memorial Scholarship is awarded in memory of Mr. Baronner who served as Bank of Charles Town’s (now Potomac Bank) President and CEO and was a member of the Board of Directors for Bank of Charles Town and Potomac Bancshares, Inc. from 2001 until his passing in 2017.
